THe reason why is that the regular ones are unspawnable and can be easy to spawn if they were in the shop.Also another reason is so that he can make another set of party hats and masks super donator to wear only.

theyll have the red circle on it but when you wear it it will look the same as a regular one

ok the regular party hat that I have I can wear and roy and edward and brandon even though were not super donator because its not the same as the party hats that are in the shop.
